Drac is a Japanese programmer who is most well know for providing 2SN's Nushi with protocol information regarding the network.
The program here is a specialist tool made to help revive the network by allowing self joining to a primary client in the event of a peer cache shutdown.
Drac has no home site as such but can be found in a certain Japanese Chat room.
